In order for you Android phone to be detected in a PC in META Mode for any operating you'd need Android CDC Driver.

How to Install Android CDC Driver

Download Android CDC Driver

Extract download file to your desktop

Hit Win+R in your keyboard and type devmgmt.msc and Enter to Open Device Manager

In the Device Manager Click The PC Name.

Now Use the action on the Dev Mg. Tab to add legacy Hardware.

Click Next to proceed

Click Install the Hardware that I Manually select... and Use Next Option to accept the Process.

On the Window that opens Click Show All Drivers And Next to Proceed.

Now Click Have Disk.

On a small window that opens browse the location Android CDC was extracted.

Now Click OK to start installation.

And Next to proceed.

Confirm to Install Drivers.

And Finally you've just got your drivers installed

Finish To Exit The Window.
